There are a few ways to soften an image in Photoshop, but the easiest is to use the Blur tool. To do this, first select the area you want to soften and then click on the Blur tool (located in the toolbar at the top of the screen). To adjust the amount of blur, simply drag your cursor over the area you want to soften and release it when you have reached your desired level of blur.
