There are a few steps you can take to make an image look like a painting in Photoshop. First, use the Image Processor to resize the image so that it is at least twice its original size. Then, use the Filter > Blur > Gaussian Blur to blur the image. Finally, use the Filter > Noise > Lowpass to reduce the noise in the image.
