There are a few things you can do to cut out an image without Photoshop. First, use a sharpie or other non-permanent marker to draw a line around the image. Next, use a whiteboard or other surface to write out the basic outline of the image. Finally, use a ruler or other straight edge to draw the final shape of the image.
