If you want to add an image to a layer in Photoshop, there are a few different ways to go about it. One way is to use the Image > Add Image command, which will open the Add Image dialog box. You can then browse to and select the image you want to add, and click OK. Another way is to use the Layers panel. First, select the layer you want to add the image to. Then, click on the Layer Style button (the three lines in a triangle next to the layer’s name), and choose one of the available options from the Layer Style dialog box that pops up. In this dialog box, you can also specify how large your image should be when it’s displayed onscreen (in pixels), as well as whether or not you want it transparent (so that it shows through other layers).
